   Mandate refugee (UNHCR term): any person who has fled his/her country owing to persecution, armed conflict, generalised violence, foreign aggression or other circumstances that have seriously disrupted public order, and who, in light of this, needs international protection. This definition is clearly broader than the definition of the term ‘refugee’ in the Geneva Convention. This person falls under the mandate of the UNHCR.

    Multiple application: an application for asylum which is made after a previous decision on an asylum application from the same person.
