Accessibility statement

The CGRA strives to make its websites accessible to all, in accordance with the law of 19 July 2018 on the accessibility of public authorities' websites and mobile applications transposing the Directive (EU 2016/2012 of the European Parliament and of the Council). We therefore try to comply as much as possible with the accessibility standards set by the law.

This accessibility declaration applies to the cgrs.be website.

Name of the website: Office of the Commissioner General for Refugees and Stateless Persons (CGRS).

State of conformity

This website partially complies with the accessibility requirements described below, as the requirement(s) below have not been met.

Content not accessible

The content referred to below is not accessible for the following reason(s):

The self-tests revealed the following non-compliances with the Web Content Accessibility Guidelines 2.1 level AA:

  • Some links lack descriptive text describing the function of the link for an anchor element. (WCAG Criteria 1.3.1, 2.4.4, 2.4.9)
  • All non-textual content presented to the user has a textual alternative that serves an equivalent purpose, with the exception of a few situations described in the WCAG guideline. (WCAG Criterion 1.1.1)
  • A number of articles on the site are carelessly structured, not following the header structure correctly. (WCAG Criterion 1.3.1)
  • Using the id and header attributes to associate data cells with header cells in data tables and using the scope attribute to associate header cells with data cells in data tables. (WCAG Criterion 1.3.1)
  • Some images of the articles, both on the homepage and on the article pages, contain alternative text that repeats the title of the article (WCAG Criterion 1.1.1)
  • The minimum contrast ratio of text presented on a background almost does not meet the contrast ratio of at least 4.5:1. And between the text (and the text in images) and the background of the text, it does not respect the minimum contrast ratio of 3:1. (WCAG Criteria 1.4.3, 1.4.6)
  • Browsing the website breaks a link at the top of each page to go directly to the main part of the content. (WCAG Criterion 2.4.1)
  • The site lacks a repeated content block to go to the end of this block and links at the top of each page to go to each of the content areas. (WCAG Criterion 2.4.1)
  • Provide a submit button. By using submit buttons in the future and preventing users from moving from one field to another, we want to put control in the hands of users where it belongs. (WCAG Criterion 3.2.2)
  • Adjust the name, role, value using the title attribute of the frame and the iframe elements. (WCAG criteria 2.4.1, 4.1.2)
  • Use form elements and links. (Criteria 2.1.1, 4.1.2 of WCAG)
  • Some destination links are generally not sufficiently described, such as the criterion to help users understand the purpose of each link in its content, so that they can decide whether to follow it (WCAG Criteria 2.4.4, 2.4.9).

There are currently no alternatives for non-compliant elements.

We are preparing a timetable to adjust these deviations from the Web Content Accessibility Guidelines 2.1 level AA.

An in-depth audit is being prepared to identify and correct accessibility problems.

Improvement plan

Any technical accessibility problems detected will be reported to the website provider and solutions will be developed for the next update.

Restrictions and alternatives

We strive to make our website, our sub-sites and the documents we publish fully accessible to all. However, some documents are not yet fully accessible. This concerns in particular information archived in pdf format, such as various publications, annual reports, reports on asylum statistics... Making these documents accessible would entail disproportionate costs. However, if you would like to receive an accessible version, you can send us an e-mail via cgra.info@ibz.fgov.be.
